Frontline Development Solutions LLC is a Virginia-based advisory practice supporting private sector development and SME growth in developing and emerging markets. The firm works with development partners, consulting teams, government counterparts, financial institutions, and private sector actors on assignments that require practical links between firms, value chains, finance, policy, and institutional delivery.

Frontline is strongest where private sector development cannot be addressed through one instrument alone. Many assignments require policy dialogue, finance readiness, business development services, value chain analysis, public-private coordination, learning systems, stakeholder engagement, and field-level implementation to work together. Frontline is designed to support that kind of work.

How Frontline works

Frontline combines senior technical advisory, program design, implementation support, facilitation, quality assurance, and coordination of international and national experts. The firm works through a lean advisory model and can mobilize selected consultants, researchers, trainers, financial-sector specialists, and local partners when assignments require fieldwork, sector expertise, language capability, or sustained follow-up.

Deepak Adhikary, CEO and Principal Consultant

Deepak Adhikary is the CEO and Principal Consultant of Frontline Development Solutions LLC and a Senior Fellow at the African Center for Economic Transformation. He is a senior private sector development advisor with more than 45 years of experience designing, managing, and supporting SME, entrepreneurship, business development services, value chain, access to finance, women entrepreneurship, digital enterprise, policy implementation, and institutional capacity programs.

Deepak has worked with the World Bank Group, IFC, GIZ, ADB, UNIDO, ILO, IFRC, Swisscontact, ACET, and other institutions across Africa, Asia, MENA, the Pacific, and Latin America. His work focuses on helping governments, development institutions, financial institutions, and private sector actors turn policy, finance, and sector opportunities into practical programs that support enterprise growth, jobs, inclusion, competitiveness, and implementation results.

A central feature of his work is connecting SMEs, start-ups, value chain actors, banks, investors, lead firms, incubators, mentors, service providers, and public institutions into more functional enterprise support systems. His experience includes finance-readiness support, blended finance-related approaches, women-led enterprise development, digital entrepreneurship, SME policy implementation, stakeholder coordination, coaching systems, and results-focused implementation.

Learning and facilitation as implementation tools

Deepak also brings extensive experience in action learning, CEFE, coaching, mentoring, training-of-trainers, simulation design, facilitation, and learning systems. He uses these methods not as stand-alone training products, but as practical tools to help institutions, teams, and enterprises solve implementation problems, improve performance, and move from strategy to delivery.
